Only scales to Eanru and Suimei using the technique.

Speed changes
In the verse we basically have confirmation that magic is the speed the element represents, as it is literally derived from the concept of the element itself, unless the user actively takes charge of it at which point the magic will become reliant on the speed of user. Many characters such as Suimei and Felmenia have reacted to light attacks to block them or prepare themselves for them and if light was fired at less than the universal constant it would create a spatial rewind as it did here, there is also a point at which Lilliana reacts to a water bullet that moved faster than the light produced by the mana circle could reach the eyes of the spectators, thus all characters should scale to FTL.
Dimensional Shenanigans
"The World" in the Isekai Mahou series does not normally refer to the physical space of the universe, rather it refers to the infinite number of universes that come to be from the literal infinite number of possibilities and combinations in parallel worlds that co-exist with one another in the image of one "master world", or in other words the base for their original existence. For every "what if", "something that happened", every changed mind, every desire, ect... an entire new parallel world is given birth to.
However, it is noted that the scope of the world goes far beyond that. The world also contains a similar but distinct phenomena from parallel worlds which is the existence of countless separate worlds. Worlds that are given birth to not by different possibilities of a "master world" as they are distinct to it from the beginning but in way they are also counterfeits. These separate worlds exist across the astral plane of existence which in turn is outside the sets of parallel worlds, and are hinted towards also having their own set of infinite parallel worlds deriving from infinite possibilities. That is enough to put the cosmology at greater than normal 2-A+.
However, the scope goes a bit beyond that as there are several higher planes to the verse, for instance the astral plane. The astral plane is a plane of existence that completely transcends the world and its inhabitants (spirits and gods) are merely platonic concepts given a will by belief. It is a space that merely exists conceptually and holds no real substance but is merely a morphing space without form, its both a both the darkest pitch of black and the most blinding light at the same time while also being either depending entirely on the person observing it. If the person thought it was pitch black then it was so, if the person thought it was blindingly light then it was so. If the person desired to see an object or emptiness it will be so, for the astral plane contains all of creation at once on a conceptual way as it transcends the conventional world. These divine existences that inhabit it are noted to be higher-dimensional and the thing that limits them is that the world has its own will and rejects their existence as they can easily pose a threat to the world and control all of creation from it.
