I'll make it quick, Raven is consistently portrayed as the smartest Teen Titan, which given Robin [Made a time machine][Created a hyper-intelligent sandwich][Designed the titan's tower security (he has more statements about designing the whole tower)][Customizing Cyborg's giant mech] and Starfire's [Created an army of robots] feats should make her Extraordinary Genius. This was actually on her page on creation, but apparently giving the justifications for the intelligence rating in the rating itself is unallowed. Doesn't make it any less valid.

Or alternatively we bring this back so that anyone viewing the page isn't confused:

This shouldn't take too many approvals since the justifications were already accepted, they were just removed due to being long.

Her Regen should also be Low-High based off regenerating from dust.

Whatever the case, it's the reason why her intelligence rating is 'Unknown' when it is very much known.

Why? She's pretty consistently portrayed as the smartest and the Boys vs Girls clip confirms it in the most direct way possible. There are loads of profiles where the justification for their intelligence is because they're being compared to another character.

It's also not too surprising that she doesn't commit to building technology often considering she can't be assed to even fight in most engagements and is overall pretty un-motivated. That, and just giving herself superpowers to compensate for whatever technology she could build.
