Questions regarding Godoka and Akuma Homura

So. I was rewatching Rebellion after seen the stats of both Godoka and Akuma Homura. and i have a couple of questions. I post them here because they could mean something for their stats. But anyway. Lets start.

First of all. The "isolation field" incident:

Anybody who watched the movie knows that part of it happens inside Homura's world. This is basically part of an experiment created by Kyubey. But let him explain this better:

"We created a barrier field surronding your soul gem that prevented all intereference from outside. What will happen when we seal off a soul gem that is darkened to the limit? "

"When we isolate it from the power that purifies and ascends magic girls, the power that you called 'laws of cycle' then what will happen to the soul gem? The resulting observation is indeed rather fascinating. An isolated dimension was formed with its own independent law that seeks to guide and capture victims from the outside... So. What Kyubey basically did if i'm not mistaken is a barrier that created a whole new world with its own laws within Homura's soul gem. Since this new world has its own laws. The Law of Cycles simply can't enter because it doesn't exist in that world. Apart from that. Aparently nothing can affect it from outside. So even Madoka is forced to give other her power as Law of Cycles and enter in Homura's soul gem to destroy it from the inside.

So. Lets be more straight. Madoka nigh omnipresence has clear limits in its reach. Its confined to a world where the Law of Cycles exist. So if someone destroy the multiverse, or tp her to another realm. She would basically lose, at the very least. The omnipresent part of the Law of Cycles. But that's not the only thing.

Godoka is supossed to be the godtier of her verse. Yet. Kyubey was capable of creating a zone where she can't interfere from the outside. This this mean that Kyubey is at least close to Madoka or that Madoka is less powerful than we though? and that lead us to the second question.

Why exactly neither Homura, nor Madoka do something about Kyubey? In fact. Why they can't erase the concept of entropy? In the end of the series it is clear that the entropy still exists and its still a threat. It is unclear if it exists in Homura's new world. But seems like a safe assumption to say yes. Well...If both, Homura and Madoka. Are so powerful, why they can't simply erase entropy, or erase the incubators themselves and end the cycle of Puella Magi and their deaths? It is clear that the incubators exist in both the old and the new universe. So why they are still there? Some people told me that Madoka simply didn't erase them nor the entrophy because she is too busy saving the Puella Magi/she has her own job. But then that doesn't mean that.

1.-The entire secuence of Madoka saving Puella Magi in Episode 12 is pointless because it is suposse to take the enternity to do so?

2.-She is restricted to what her functions are?

Lets assume anyway. that Madoka didn't do that because that wasn't her wish, or she is simply too busy. Why then Homura allow it? understeand that maybe she didn't give a shit about entrophy. But even, why allow the incubators to still exist? Is that they don't want to erase them or they simple can't?

Again. Sorry for this wall of text. But it needed to ask this. Thanks beforehand for the answers
