Question regarding Golden Experience RTZ

Hi guys,
Its my first posting so I'm sorry if I didn't do it right.
How does really RTZ work? I researched this topic for a couple of days and I realized RTZ has a really big weakness.
Basically any malicious acts against Giorno will be reset to 0 by GER but all parts through 1-6 are cannon and its the same timeline. In part 6, when Pucci accelerated time with Made In Haven (who specifically affected even humans at a latter point) Giorno's RTZ didnt reset it to 0.
If the target is not specifically Giorno, RTZ won't work so basically any stand that has enough AOE damage would kill Giorno.
What do you guys think?

Why wouldnt he when its in the same universe but years later or so, don't know why wouldn't it work. Should I try a CRT? What do you think?

actually i think it was something about how the universal reset doesnt inherently harm anyone, cause unless youre just in the wrong place at the wrong time and get frozen to death in a cold storage or something the universal reset doesnt do anything to you

people often forget that at the end of part 5, the stand arrow that went inside gold experience literally falls to the floor and we never see GER after that. That implies that giorno doesn’t even have GER anymore and would make sense as to why RTZ did not activate during the time acceleration.
