Question about Thor and Hulk scaling

Why is it that we only have Hulk at Solar System level when he is sufficiently enraged by scaling to Base Thor? I know that powerscaling in comics is generally frowned upon, but considering that Hulk and Thor have been trading blows for decades, is is that unbelievable that Base Hulk can scale to Base Thor.

A semi-angry one armed Hulk (he's one armed because he has it blown off) managed to hold down a Warrior's Madness Thor. World War Hulk managed to fend off an out of control Sentry. He's even managed to crack and dent adamantium, one of Marvel's strongest metals. He's traded blows with numerous Marvel powerhouses, ranging from Juggernaut to Ultron, all in his Base forms. Is it that crazy to scale Base Hulk to Base Thor?

Actually, I believe the Hulk will be upgraded to straight 4-B/Solar System Level soon.

Citation for Hulk ever facing WM Thor.

Citation for adamantium Hulk broke through being particularly durable as the well-known ones like Wolvie's skeleton, else, it's secondary adamantium with lacking feats. Thor also broke through adamantium iirc.

Hulk's strength is variable and doesn't necessarily start at base strength upon transforming. That, and Thor held him down for quite some time in a contest of strength alone.

Hulk and Thor throw down to the point Thor is driven into Warriors Madness. Even then, Hulk remains level headed and tries to reason with him. This shows that a somewhat calm Hulk can clash with WM Thor

It's never stated what type of adamatium it is, but still. And once again, the fact that Hulk can hold his own against Thor should show his capabilities.

Well, given that we currently apparently even scale characters such as Wonder Ma to Thor, I think that it might be better if we change the Hulk's tier to some thing like this for the moment:

Attack Potency: Planet level | Solar System level

Key: The Gray Hulk | The Strongest Incarnations

However, Matthew is currently trying to think through how we should rescale all of our Marvel character profiles, so this may change in the future.

Found out that several of my scans involved pure adamantium being cracked, though there are a few that I still can't find.
