Question About High Universal and Universal+

I've seen people say that destroying the Hyperbolic Time Chamber is only High Universal even though Vegeta's feat is affecting space-time. I'm not trying to upgrade Vegeta, but I am asking how do you determine what level the feat is? Space-time shouldn't be determined on what size the material 3D plane. The 4th dimension is its own thing, but people say that destroying the HTC's space-time is only High Universal just because it's planetary in size on a 3 dimensional plane.

Clear 4-D space-time feats below universal scale are generally treated as High 3-A, as long as the superiority to 3-D scale is clearly established, given that we have nothing else to go by.
