What's the justification for Gold Experience Requiem's hax to be High Universal and not Universal+?

High 3-A => You have an infinite degree of 3-D power. / You have a degree of 4-D power that is much greater than any sort of 3-D power but is not universal in scale.
Low 2-C => You have an infinite degree of 3-D power and 4-D power that is universal in scale.
GER has a degree of 4-D power that is not universal in scale. The space aspect of the power is, but the time aspect is unknown/limited. He would be low 2-C if Diavolo's time skip was infinite in duration.
(Keep in mind 4-D = time + space, 3-D = space)
