So I know that if I create a story about an OC from a video game, it would be allowed here. But what if I didn't create a story but rather a game?

Let me explain; when we were younger me and my friends had created a pen and paper game based around racing wherein we would draw a map of a city on our copies fill them with locations like car shops, restaurants etc and then pretend we were playing a game of NFS or something. Now we created many different games in this manner including shooting and fighting games.

My question is, is it okay to create profiles for the characters that I created for these make believe games?
 
Yep; from virtually any manner of story or game, if there be a sustainable measure of content to keep it ripe with it, a page can effectively be made on it 'gardless of genre or medium.
