Possible Pre-Merged Toffee Upgrade

This may seem like a huge assumption jump, but Toffee was capable of taking down Queen Moon's mother, and his soldiers even stated when they saw Moon with her wand of not being afraid of her magic. Would that put Pre-Merged Toffee at possibly low 2-C due to tanking Moon's mothers magic? Assuming Moon's mother's magic is as powerful or near to current Moon.
