Currently inconclusive. Aquaman and Percy in the water would give them equal standing for a brief period of time (especially considering they would have equal speed). Even though Aquaman does get weaker when he is away from water, as demonstrated in the Justice League movie that does not impact his combat prowess whatsoever, especially considering he surfboarded a parademon down multiple flights of a building and went toe to toe with Steppenwolf for a brief period. Even his page notes this (unless I got it mixed up with the DCEU wikia page, my apologies I am currently fighting the flu atm). Aquaman also has a speed advantage over Percy while he isn't in the water.
The only way I could see Aquaman losing is due to Percy's versatility with his water manipulation, other abilities, equipment, and further combat training. Otherwise, what's stopping him from blitzing Percy a few times?
