That also plainly shows Gaara's defenses shattering under Rock Lee's attacks.
You can't say that the durability of Gaara's sand armor is equal to 5th Gate Lee's AP, when even base Rock Lee without any Gates could damage it.

The solution would probably work best is keeping Rock Lee and Gaara's profiles split between the Chunin Exams Arc and the Sasuke Retrieval Arc.
Scale them based on their feats in each arc, and see what the result is.

(8-B higher than his base) CS1 Sasuke - He fought using Partial Transformation, Which also received the same higher value
(Low 7-C) kurama chakra Naruto - He can't fight Naruto in this form., his sand was easily brushed off, and only survived his head banging.

All you have been doing is repeating the same argument that has already been addressed. Gaara survived Lee when he was in his gates multiple times,so he scale. Him taking damage doesn't mean he won't scale since he survived each of the hit.I am myself You are you said:
