As it says in Alraumon's profile, Digimon can become physical entities during, "specific events that either create manifestation bodies for the Digimon or turn humans into digital entities." I believe a tournament that consists of varying franchises counts as one of those "specific events," especially since each character has to be in character (i.e for this to happen, she needs to be in a physical body).

FWIW Agumon himself tends to rely on just like, breathing fire and punching. Digimon hax is only really relevant for certain dudes or if you bloodlust. Otherwise Digimon combat tend to be kinda basic.
