It can´t be spammed, Sora has to create the command via fighting, so in lore, it would be "a situational attack"

we started the fight with this key, so he starts the fight doing the attack.
and after it, Alphys would take maybe not lethal damage (imo its possible via Buzz AP = Alphys dura) but she'd take so much damage that it would require healing before she could attack/create a machine, in which time buzz would keep attacking and she'd not have time to eat the Ramen (aka heal).
even with this condition, eventually buzz would be able to attack with the rocket ruckus again before she could create a machine or something like that
