Time isn't reversing in that panel, and that wouldn't make sense narratively. Saitama went to a different timeline, he didn't reverse time itself. This is NOT to say I agree with him, btw.

Nobody said all the side effects would be over within that timeframe, heck, that Jupiter debris being splashed over even looks like it's just the start of a much worse downward spiral for the planet.
