Couldn't Buggy just kill Luffy now? He has an army of mercenaries, including two of the best pirates alive. And he know the crew's weaknesses.

Buggy has at most 200 people since it was around that amount who initially escaped from impel down, it's not enough to take on the grand fleet & the strawhats.

I mean, it's pretty clear Buggy recruited/was joined by more pirates after his escape from Impel Down.

Hajrudin worked in Buggy's crew as a mercenary, despite not being part of the initial escapees. Its more than likely his organization has grown as Buggy himself gained infamy.

We also see him literally recruit the guy who killed T-Bone into his organization, so we know he has no qualms about recruiting newcomers

He also has the Buggy and Alvida pirates. Besides, he doesn't have to take all of them on at once to kill them. He just has to lure off enough people, preferably with a carnival-themed plan:

-Have women show interest in Sanji and Brook, and set up contests for their individual skills.
-Make an unhealthy amount of cotton candy for Chopper to eat.
-Set up a casino for Nami.
-Have a tent marked "wonders of the ancient world" or something for Nico Robin.
-Have Mihawk distract Zoro, lure him off, and fight him. Zoro can't find his way back even if he gets back up.
-Have Crocodile take down Jinbe by dehydrating him.
-Set up a showcase of some kind of weaponry to distract Usopp and Franky.
-Set up an eating contest on a ship, send it out to sea with Luffy in it, then blow it up.

"But Slendveny, that wouldn't-"
Don't lecture me with your 30 dollar haircut, Luffy dies.

Daz went from losing to Alabasta Zoro to getting one shot by Mihawk.
Wouldn't consider that an off-screen amp.
 
Ok, that bit was a joke, but I'm currently thinking he's at least as strong as Jesus Burgess, depending on how casual Mihawk and Crocodile are.
 
I doubt Oda is going to make him actually strong. He likes his gags too much to let that happen IMO.

But I would personally love it if Buggy was legitimately like...at least as strong as the Flying Six.
