Just checked, and 44.5 * (630/4000) = 7.008 megatons.
Coincidentally almost the same as Gum Gum-Storm.

Normal Franky is ~ Blueno rather than outright stronger. Him having LS>Blueno's is OK as it is. Depowerd Franky~Fukuro is OK but he Strong Hammer>=Fukuro's Rokushiki. After 1 Strong Hammer & 2 Dugongs both bleed from their mouth, nose & start gasping. Keep in mind Fukuro had Tekkai during SH. Normal Franky Iron Boxing irratated Fukuro with Tekkai while Strong Hammer sent him flying thru several walls and made his eyes go white. He should get higher with Stronger Hammer considering this and it's other feats and even higher with Coup de Vent. Another supporting feat for Coup de Vent would be knocking away Monster Point Chopper thru a wall while holding back.
