Lucifer should be pretty far above baseline. I know he was considered around 4-5x baseline but that was before POTM's Monitor revision which gave a massive upgrade to DC Cosmology. Not sure how far he is, but it's more than 4-5x now and if not, it's still above Oblivion, who is slightly above baseline.

And he is getting his power from the Presence, who is also the Source, who is also the Overvoid as per current canon. And is more powerful than an infinite number of 1-A beings like Perpetua.
