I've heard there is going to be an upcoming CRT that'll bump the characters up to 5D, so it's possible.

I wouldnt say he could copy the powers of the emeralds, not how it works, the emeralds arent exactly living things or an ability (Although he has shownthe ability to bio-organically mimic tech, he hasnt shown anything drastic). But, he would be capable of understanding how they function and how to utilize them at maximum potential and worse case scenario, get ahold of a pair to make use of their power in full via dimension hopping or time traveling to a universe or time where he can get ahold of them with ease. Or just have a dupe go and do it for him.
