It can and probably should be for Low-Tiers. I believe High-tiers like Ragna and Jin should scale to VH Mai though because, you know, Ragna outright fight her and Jin fought the main antagonist.

Yes, she managed to damage Leifang who can seriously hurt Kagura and has potential to knock down his father, who has the biggest contribution in the imprisonment of Azrael. Platinum amped Mai easily broke Leifang defense and pierced her and killed Terumi amped Leifang. She's also one half of the component of Takemigatsuchi, so she should have one half of the power.
