Hirohiko Araki from JoJo's Bizarre Adventure, for one. He's literally the only manga artist to have his work featured in the Louvre in Paris, France. So, I'm pretty sure he deserves it.

In terms of art or in terms of writing?

If the former, I would recommend Junji Ito just based off some of the manga panels I've seen from him. I've only read one of his stories so far but it was pretty good.

Yeah you should have Ito then. I would also suggest Yusuke Murata, his ability to draw action scenes is especially impressive.
