Neia's Power

I'm planning to add a profile for Neia Baraja, a prominent character in volumes 12 and 13. The only problem is, I'm having a hard time pinning down exactly what her tier would be. She's only confirmed to have 11 levels, but I figure that her equipment should make her at least comparable to Climb. What do you guys think?

I'd say 9-C, possibly 9-B, 9-A with equipment seems most consistent
