He doesn't let him use it in the first place. Katakuri foresaw G4 and choked out Luffy before he could activate it. He'd kno everything Nagato's going to do seconds before he even thinks about doing it and cut it short.
Even if Katakuri LETS him, his awakening allows him to mold into things and turn them into his ability. If Chibaku tensei's coming down he just mochifies underground. If he gets yanked into it he just awakens the chibaku tensei rocks into Mochi and it becomes useless.

This is more one-sided than Luffy vs Nagato by a long shot
