That doesn't mean Naruto's trash compared to them. It just means both are simultaneously good. Multiple things can be great at the same time, it's not mutually exclusive. Naruto's at least a 8/10, it is very much above average. And the 8 is with me being extremely critical and pedantic, I can easily argue it's a 9/10.
