boruto reacted to him while being mostly stationary, had his attack reacted to by Konohamaru who should be below the likes of Code, given Code was considered this insane standard prior to Boruto showing up.
Boruto wasn't able to just duck Hidari's Chidori and slam the Rasengan into him though. I'm fine with Konohamaru being below Code, I even did that on my list, but I don't think reacting to someone means you're fully relative, just not a blitz tier slower.
Hidari also barely moves out of the way of a inferior Kawaki

Eh you could interpret it like that, but Eida's acting like he just can't deal with them at all, and it's not like they're always together or anything.
And really, when you look at the showings, I believe this notion is well supported. Boruto
thought Code could be good back-up for him against them, which wouldn't make a whole lot of sense if he was significantly slower than them.
He's not complete fodder to that tier, but being able to help to some extent and being significantly weaker/slower aren't contradictory.
Add to that the fact that Code literally
reacted to
Hidari himself, and
wasn't really shown to be all that
inferior to Boruto (who's relative to Hidari) even in base without his Karma, and I just don't see how someone like Hidari is significantly above Code in speed.
As you know, reaction speed isn't the same as combat speed, and I wouldn't particularly take the Boruto feat too seriously anyways given

It's really not arbitrary. Out of someone's league = faster is a completely normal interpretation. Certainly no less an assumption than applying it to AP. Maybe WK Code could be slightly comparable, but a pretty loose relativity that'd be.
No, I agree. I prefer the manga version of that fight too. The anime adaptation was just really well-executed for Itachi vs Sasuke, which isn't always the case.

Prophecy and Vengeance (Itachi's Pursuit-Pain's Assault) is one of the best runs of fiction I've ever seen, at least starting from Sasuke vs Deidara.
