I think it was mostly CIS before she decided to kill them, and then it gradually shifted to PIS after that. But yeah, it's a bit of both imo.

Part of it is PIS at least the Sakura’s part. But lets not forget kakashi
. The only reason they had a chance at the end was because of kakashi.

It was a beautiful moment thematically, but it wasn't executed all that well IMO (which is pretty much how I'd sum up Kaguya as a whole tbh)
