It’s 2024 and you’re just now bringing that statement up? But strongest enemy =/= strongest enemy ever/in history. Him being the strongest known enemy of that time period (where the movie takes place over) is enough to make that statement true. Aka it’s a non-statement in terms of helping us scale him.

Not just the novel. He reiterates that Kaguya is a formidable opponent in Gaiden as well. Y'all need to realize that these "Kaguya is fodder
" metas that get peddled around don't make any logical sense.Kaguya is the benchmark here. Momoshiki and Kinshiki were only considered threats initially because they had the potential to be entities similar to Kaguya, to be threats to Kaguya. Kaguya being some fodder enemy they can casually beat is just an asinine take because Momo is only relevant if she is.
Anyway, to answer your question, it's just like Damage said. Taking hype text from a magazine advertisement seriously, especially when it's not even some conclusive clear cut statement as Arc pointed out, is just....

Momo scaling being around Kaguya level exists purely from Sasuke and Naruto going "Hey these two dudes are Kaguya level threats" and they still struggle against them.
If BSM Naruto in the last is WAY stronger than Kaguya, he would've low diffed Momo and Kin in base. Talk about Worf effect.

Tbh I thought we should've used Toneri moving the moon instead of Toneri splitting the moon for the base value. Whatever Toneri does seems to be similar to the Deva Path and it's done rather casually and given we accept UES for the god tiers it should probably scale to physicals and standard jutsus.
That being said I saw similar feats on other series not being accepted to scale to physicals. Kaido's Onigashima moving feat can't be scaled to physicals but OP doesn't have UES to begin with.
