It makes sense when we realize that Kaguya was draining chakra from both the earth and it's inhabitants in IT back in the shippuden filler

The lore given to us in Shippuden was always either based legends/hearsay/folklore or straight up just BZ misinformation, so I guess it's not too crazy that a lot of what we thought we knew ended up being somewhat incorrect.

The management and resolution of ninjas crimes are handle by ninjas. This is a matter of practical fighting abilty, because no matter how much regular policemen you assemble, it's unlikely any of them will catch a shinobi.
To solve this problem, every hidden village has now a special unit called "Military Police". Each military police's mission is to now handle the ninja criminals inside the village. The Uchiha Clan has been destroyed due to a political strife, but before this they were given partially this mission by lack of any other competent authority.
Currently, distant relatives of the Uchiha ( Who don't possess the Sharingan ), The Fuuma Clan are mostly taking this role now. The authority of this military police still can't measure up to the Secret Assassination Unit, The Anbu and to this day their relations are quite tense.
Large scale crimes like daimyou killings and ninja defecters are handled internationally and as such are seen as international criminals. They still have the right to a trial but since ninjas usually keeps their business from reaching outside ears, the trials are expected to end very quickly.
Very big scale crimes lile Coup D'Etats and the likes are usually handled directly by the relevant village without any input from the country. The criminal would be then summoned for interrogation and forcefully brought back his own village for trial.
Putting a bounty on an international criminal can happen, even without the original village's authorization. Most of them are ninjas and as such only ninjas can manage to catch those criminals of the underworld. At the same time, the underworld always needs the power of the ninjas.
Organizations that deals with drug traffic or slavery who can't make requests to ninja villages instead uses these unofficials routes and jobs to make money. They capture criminal with bounties and are payed a large sum of money for capturing international criminals. Akatsuki, for exemple, had a lot of strong relations with the underworld.
In any form, a ninja cannot act if he ignores his society. Some ninjas who runs away from their villages, while being different from the usual nukenin or runaway ninja are called brigands or mountain-dwelling robber. For exemple, the Mujina Brigands who were involved in the "Tentou Kidnapping" are a fine exemple of such a group.
All things considered, the current not-genin Uchiha Sasuke can also but put in the same category. One can only be impressed in front by those Freelance Shinobi. Freelance Shinobi are free but still, the fact that they are still alive and not dead is usually proof of their skill.

Random thing, but it’ll be helpful for whenever we actually get to the War Arc during revisions and have to scale DMS Kakashi. The databook descriptions for Kamui Shuriken and Kamui Raikiri say that Kakashi actually has to pierce his opponent before Kamui takes effect.
So DMS Kakashi should actually have AP on Kaguya’s level.
