To actually tank it all, everyone from the Juubi upwards
Minato/Tobirama can teleport away. Jiraiya can reverse summon. Gamabunta can jump stupidly high. Pain clears with Shinra Tensei. Everyone else has like a 2% survival rate. 600 billion is a stupidly large amount. They can probably tank the first hundred bombs or so. Their stamina starts to deplete rapidly from there

Jiraiya can reverse summon.
I don't know that Jiraiya can summon a creature, get into its mouth, and Reverse Summon before Konan obliterates them, especially when even Obito's super fast teleportation wasn't good enough in that particular situation. And keep in mind, it really doesn't take a whole lot to do mortal damage to people on that level.

Damage said they'd be in the same position as Obito, meaning he has no footing to jump off of. But even if he could, he'll fall back down and get destroyed.

For fun; which characters (not counting through the use of Izanagi or Edo Tensei) in just Shippuden would be able to survive Konan's 600 Billion Paper Bombs trap, assuming they were put into the same situation that Obito was?
I'm gonna assume you mean who could withstand with their body/ninjutsu, not escape:
  • All the Six Paths characters
  • Kaguya fight Sakura
  • 8th Gate Guy
  • Ten Tails
  • Hashirama
  • Madara
  • BSM Naruto
  • EMS Sasuke

  • Maybe Kurama
  • Maybe KCM2 Naruto
  • Maybe EoS Gaara

I would say any character that can go around the whole earth 7 times in less than a second.
So none of them, gotcha.

  • Minato: Teleports away with Flying Raijin.
  • Tobirama: Pretty much the same as Minato, but with the caveat that he has sealing formulas placed outside of the explosives' range.
  • Madara: Uses the Susano'o to protect himself.
  • Hashirama: Erects a Mokuton barrier. (if it can save him from a 100% Kurama Bijūdama, it can save him from this imo)
  • Kurama Mode Naruto: At worst, I think his Kurama Avatar should save him.
  • EMS Sasuke: Again, should be able to do the same thing as KLM Naruto, at least when he reaches his peak during the Juubito fight.
  • Onoki-Amped 4th Raikage: Ay's enhanced speed alongside the ability to fly granted by Onoki should allow him to escape the explosives' range imo.
People who I'm not 100% sure about, but might conditionally be able to if we're generous:-
  • Pain/Nagato: Maybe he can absorb the explosions, but I'm not a 100% sure on that one. A super powerful Shinra Tensei would push the papers away, but Konan would pounce on him during the cool down, so it wouldn't save him.
  • Itachi: If a healthy Itachi can keep the Yata Mirror up for 10 minutes, then he survives, but otherwise he's cooked.
  • Prime Orochimaru: If we assume he can continuously use the Orochimaru-Style Substitution Jutsu for 10 minutes straight, which is a bit of a stretch, but yeah.

Those are the ones I thought of off the top of my head. Obviously didn't include any Six Paths tier characters because that's boring lol.
Sounds about right - though I don't think a Prime Orochimaru could do that tbh.

Heavy doubt tbh; does she have the chakra for ten minutes of nonstop regeneration to keep up with endless explosions?

Not sure about this one either; ten minutes of sustained Susano'o usage? And the Susano'o is not invincible either. Also, does the Susano'o still cause pain for Sasuke when he has the EMS? I can't remember if that was ever clarified or not.

Then again, Sasuke could summon a hawk to help him.

Probably not, but I was being super generous to him. Perhaps when he gets the Hashirama Cells-enhanced body in the War Arc, but even then, I can't really back that up lol.

At Sasuke's peak during the Juubito fight, it should be a breeze.

It's never explicitly touched on, but given that he never cites it as an issue ever again, that leads me to believe he's either built up a tolerance to the pain, or the EMS simply helps with that aspect to some degree. It might be a combination of the two as well, but the main thing is that it's just clearly no longer a concern for him.
Then again, Sasuke could summon a hawk to help him.
I honestly don't know that Garuda is fast enough to escape that situation lol, but who knows.

1. Like Slayer said, I think she has Six Paths level stats
2. I wouldn't be surprised if she could considering she had more chakra than a SPSM Naruto clone which should have half of Naruto's total chakra at that point before Naruto made thousands (seeing Sakura pull a Gojo would be pretty epic ngl)

Yes, which would still hold true if the statement was only speaking to the Susano'o's power and durability. And personally, I'd be leaning more towards that interpretation since the statement is positioned as being from Sasuke's perspective, who at that point had no real way of gauging the Susano'o's speed, only its durability (via a feat he actually witnessed of Itachi surviving Kirin using the Susano'o) and its power (which he can likely surmise from the feel of the chakra or using his Sharingan).
But that's just me 🤷‍♂️, if you feel otherwise that's cool.

Why does that matter when the comparison is only about Susano'o in relation to Kirin? Obviously different techniques can be better in different situations depending on the opponent or the specific functionality that the user requires. For example, Chidori is more powerful than the Chidori spear, but that extra range came in handy for Sasuke on numerous occasions. It just depends on the context.

IMO there's no reason to think that Itachi used the rib cage alone. He could've pulled out the Yata mirror which is a part of his Susano'o and is invincible.

Depends? How strong is a single paper bomb? Like room to building level?

The Yata Mirror doesn't automatically fling back all attacks directly at the opponent; when Sasuke threw multiple explosives at the Yata mirror, the explosives just detonated against it instead of being sent back at him.

Fair enough - But given that the Spirit Weapons have the ability to change their shape and size, and the Yata Mirror in particular did show the ability to cover the Susano'o almost in its entirety, I'm personally not very convinced by that.

All I'll say is that deflecting attacks doesn't necessarily mean reflecting them back at the user, and I'll drop it there.
 
You can say that sure, the issue is Kirin's large destructive range would at least have visual showings of being scattered in other places or propelled backwards and leave itachi standing unscathed instead of lying down all wounded and bloodied on the floor, in my view there's several factors repeatedly contradicting the idea that the mirror was used
