Actually he wasn't flying in the last. It seemed like he could fly due to the moons gravity. Their are multiple instances were he could have used flight.
Like when toneri was flying away with hinata and Naruto trying to catch him. But he couldn't fly so he got away.
And when was inside the moon he was saved from falling by sai's bird

Yeah and the rocks were flying in mid air to. Naruto is taking advantage of the low gravity of moon and thrusting him self around with chakra.
You also have to ignore all the times naruto could have flew but was unable to naruto was trying catch up to toneri who was flying away by climbing building's. When hinata was falling from the building naruto could have flew and caught her easy. Instead he had to climb down to get her.

They would because the moon is so close to earth it’s surface gravity is nearly zero thanks to tidal disruption.
