Sasuke at the time was low Chunin level. Not even average level.
 
Yes, Sasuke at the time was low Chunin level. He was also low-end City Block level, since the feat is 13 tons, which is only City Block by a shadow.

Stronger chunins would then be mid-end City Block level, and jonins City Block level+.

I guess I'll have to agree with you on Kakashi a little bit Shadow, Obito did state that having the Jinchuuriki's rampage in full power was too much for Obito to control, and did not make them release their full power. So should Kakashi scale to Kitsuchi? cause i feel he should due to his comander status in the war.
 
I do not think that is universaly accurate to say. I mean, look at Kurenai. She is Yonin, but since she is a GenJutsu specialist, she is propably far weaker from AP than that. She can, however, still wipe the floor easily with Chu-Nin or TokuJou.
 
On the other hand, a NinJutsu specialist Jo nin could be far superior due to, well, focusing on NinJutsu. Look at Madara's Gouka Messhitsu. That is a B-rank Jutsu. You just need the chrakra to use it.
 
By the way, I decided on this for Naruto:

City Block level (Comparable to Sasuke, who generated this much power with his Katon) | At least City-Block level, likely City Block level+ (Far stronger than he was at the Chunin Exams. Far above special Jonins and high-tier chunins) | City Block level+, Small Town level+ with Futon Rasenshuriken | At least City level (Comparable to Pain, whose most casual Shinra Tensei should be at the very least around this range), possibly higher | City level+ (Generated this much destruction in his 4-tailed form), higher with other forms | At the very least Mountain level (Superior to Killer B, who is at least this powerful with a Bijuudama), possibly Large Island level (Broke Nagato's Chibaku Tensei, which was this powerful) | At least Small Island level+, likely Large Island level (Was capable of fighting the Larval Jubi, which was far stronger than all Tailed Beasts combined) | Small Planet level (Created a moon with Sasuke) | At least Small Planet (Received additional power-ups, fighting Kaguya and rivaling Rinnegan Sasuke post-absorbing the chakra of all Bijuus)
 
It's noted the Futon-Rasenshuriken by Yamato and I also think the calc should be redone.I don't think the Sage Mode Rasenshuriken is an outlier due to Nagato being afraid to be hit without the help of Shinra Tensei.

Also in Sage Mode, Naruto basically managed to hold his own against the Kyuby

Hashirama stated that Juubito was much stronger than the Ten-tails and more power than him, so pretty much country
 
Kurama is Small Island level. The Bijuudama was recalculated at this level with a more accurate method.

Juubito is Country level.

What's left?
