• Discord creates a small universe with the snap of a finger...claw?
• Pinkie Pie could manipulate the Chaos Realm, which contained stars, eventually reshaping it, which left Discord powerless.
• Shadow Lock created worlds, at least one of which contained a su, though the worlds were probably the size of Storybook realities which contain space with numerous stars.
• Pinkie Pie created a world with a su, and stars. Rainbow Dash later turned it into a deep space world which Rarity warped with a single thought
• Twilight created a world with a night sky.
• Starswirl claimed that their exist evils capable of consuming all the light in a universe. He later visits a universe that this happened to, notice a lack of stars.
• Even as teenagers, Luna and Celestia were considered stronger than any unicorn Starswirl ever met, including himself. Again, no stars. Future Stygian claimed the sisters have infinite power and can reshape entire universes. Given the context, this was agreed to be at least 4-A.

He scales to pretty much all of this, at least to some extent.

Probably Lord Zedd than. Has I think, 2 Tier 5-A feats and stomps white ranger Tommy, who scales to Lightspeed Rescue and is above the 5-B mega rangers
