Great matchup. It depends on the location they are in. If they are in city - I'm leaning for Monsoon, via telekinesis (magnetic force, he can straight up smash Sasori's 100 puppets with trucks etc. The only problem would be Third Kazekage, who can manipulate Iron sand, that's quite a great defence and Monsoon would be forced for close range combat. Sasori's main advantage in battle is poison, but unfortunately Monsoon is a cyborg and it doesn't work on him. The core would be protected by Kazekage's sand but Monsoon can still manage to hit the sand and land a hit from Sai if he realizes that Sasori's weakness is his core. Biggest problem for Sasori is durability negating high frequency blade though,
