To eventually defeat Monsoon you need to destroy his head (only barely human part of his body). Once you hit him correctly, he can be turned into pieces, but by magnetism he's almost instantly going to turn back into one piece.

Raiden also had stat amps... Yeah, he still wasn't able to hit Monsoon at first because of body control.
 
Monsoon via body control to avoid all of his attacks

Without EMP it's practically impossible to hit him.
 
Raiden's slashes in Blade Mode could also be considered Danmaku due to sheer speed, it was still impossible to even scratch him

Also... when something is approaching him it feels like magnetic force is instantly reacting
 
Yes, he can manipulate his entire body like that.

Now that I think about it, magnetism might be one of if not the most broken non-hax abilities in fiction...
 
Going for the head is damn near impossible in this mode, Raiden couldn't do it until he hit him with an EMP then struck his head.

Though Monsoon is getting downgraded
