Monokuma VS Bill Cipher​

What does monokuma start with? Bill starts with snapping his fingers and using transmutation IIRC
 
Mindscape Cipher can't really do that.

And... I have no idea how Mindscape Bill's powers would interact with an AI. Especially since Monokuma can load his AI into any body.

Assuming Cipher can enter Mono's mind, he could tear the memories apart and just win through that. But... I'm not sure that is really possible?

On the other hand, Monokuma outside of his plots would be pretty willing to just make rules against or erase enemies, but he is theatrical enough that Bill would get to try entering his mind.

So... I dunno? I'd say inconclusive, since we don't know how they interact.
