This will take a small amount of explaining.

Basically, Jonathan and Zeppeli are equals. Then Zeppeli gives Jonathan his Hamon. This, logically, would double Jonathan's previous level of power. Johnathan was able to hold back Tarkus enough to where he only did light damage to somebody with 10-C or 10-B durability. This means Post-Deep Pass Overdrive Johnathan and everyone who scales to him (Basically everyone) would be at 1.51395793499 tons of tnt, or a higher end of 8-C then JoJo is currently at. Thanks to Awakened DIO this also scales to stand users. This also means that the Part 3 characters without the + (As well as all of Part 5) would get it since they don't downscale too much from Jotaro, who would be put in the very high end in the tier from this.

Can you prove this properly?

Hamon is a type of energy. Deep Pass Overdrive clearly boosted Johnathan's power. It's logical that since the person that gave Johnathan ALL of his power was Johnathan's equal, the power boost would double his power.

Do we have anything we can scale Zeppeli and Jonathan? Because otherwise it would be a downgrade for then (Pre pass), as they could easily be 0.5 tons and then Jonathan gets to 1 ton, so nothing really changes.

Yes, but Johnathan was able to hold back Tarkus enough that he didn't one-shot a child and Zeppeli is Johnathan's equal. They would be a bit below 1.5 tons, but it's still better then JJBA's current level of 8-C.

I'd like to note that Dio, with one hand, casually, is, according to Will, over 5x Will and Jonathan's energy/power/hamon. (Enforced by Speedwagon who like a few panels after is shocked and claims that Dio is multiple times more powerful then he was at the fire, all while Dio isn't even making a display of effort, which makes sense given Dio actively trained for I think two weeks upon learning of hamon, although that is only mentioned in the manga).

Jonathan managed to directly block and hold back Tarkus early on the fight, physically stopping a direct blow from Tarkus with his forearm (so Jonathan is strong enough to contend with Tarkus, although he's still weaker to a decently obvious extent).

As such we can assume that while Tarkus definitely is stronger then Will and Jonathan, it isn't a whole lot and given that we know Dio who isn't even trying with one hand is over 5x at least one alone (may be combined on how it's worded but 5x is the minimum), we can say that Dio is for all intent and purposes around (but not quite) almost 4-5x Tarkus in strength and a fuckton of multiples stronger than Jack (who has the best feat in part 1 imo).

I see. Could you get a citation for that? Because if you could that would be a pretty major buff.

It was when John, Will and Dio encountered Dio, right before Dio was like k aint imma head out and summoned Tarkus and Bruford.

Speedwagon makes explicit note that Dio is seemingly multiple times stronger thah he was at the fire in the following panels but I dint have that page saved.
Will says ours, which can be taken as their energy together or just one of them alone grammatically speaking so it's 5-10x above Johnathan, although it aint possible to tell which because english sucks.
