Going by the calculations, Mewtwo scales below people with 31 Foe (U Necrozma) while Kharn scales above people with 30 Foe (random Daemon).

Nah khorne sometimes does just straight up take away people's powers. Removed a guy's sixth sense, off the top of my head.

Trying to throw kharn with telekinesis isn't going to work very well. If he could do it purely physically it wouldn't be illegal, Abaddon almost did that to Kharn by accident. He probably has a jetpack or something given that it's space marine standard and he moved around the eye of terror for 10k years but there's no explicit confirmation so
