Mercurius should have Power Bestowal as a listed ability.
He bestowed the power of Sorcery to Anna Marie Schwagerin, the power of Die Ewigkeit to the Longinus Dreizehn Orden, granted Ren the power to achieve Eine Faust Finale, and granted Shirou Yusa a Relic in Kei's Route and granted him his Foreknowledge.
This should be enough to label his Sensory has having Power Bestowal, I honestly don't know why he doesn't currently have it.
