I assume that since this is about the Power Gear in general then any of his Special Weapons and overall AP are also amplified as opposed to only the Double Gear technique.
We probably need explicit official statements about comparative power to be able to use something like this, and even so, we usually prefer to go by feats.
Mega Man's final charge shot is the strongest attack he has using the power gear in Mega Man 11, as it can destroy every non-boss enemy in a single hit, and destroy a boss in a few hits, so am sure the multiplier should at least be 5x.
The chain blast while using the power gear is equal to four normal chain blasts exploding together which means the chain blast is 4x more powerful with power gear: https://youtu.be/yGX9nsHYpJgso. I don't think it is a stretch to say the final charge shot is 5x a normal charge shot.
Where is the specific statement. We don't have enough time to watch a 30 minute video, so it's best to include a specific timestamp. Also, to my knowledge, most games use the 5x stronger more so to mean 5 times the damage as opposed to an attack having 5x the Joules of energy output or Tons of TNT equivalent. There isn't a way to translate damage points to energy multipliers. Unless the lore statement outright mentions it specifically.
I unfortunately have to agree with DDM here. If there are no specific statements stating that the Power Gear bringing the Charge Shot to a 5X multiplier, then I can't support this being canon, because this can just as easily be explained as Game Mechanics.
