Medeus (and other Manaketes) Question

In official Fire Emblem Lore, wouldn't Medeus, and thus, all other Manaketes or Dragons have a weakness to users of a Divinestone, such as Tiki, Nagi, etc? On the official Fire Emblem wiki, on the page for the Divinestone, it explicitly states that users of a Divinestone deal extra damage against Manaketes, Earth Dragons, etc. so that's why I bring this up.
 
It's more the other way around. Medeus and all the other dragons in Fire Emblem aren't weak to the Divinestones, the Divinestones wielders, the Divine Dragon Clan, just have a special quality that makes them more potent when fighting another dragon and said stone lets them access the dragon form that has this power.

All the dragon clans in Fire Emblem have quirks about them, and the Divine Dragon Clan's gimmick is that they're naturally dragonslayers. This effect is on the Divinestone weapon as a way for this to be portrayed in the game's mechanics because only Divine Dragon characters like Tiki and Nagi can wield them. (Sorry Bantu)

So this isn't a weakness of Medeus or other dragons in the series, but rather a special ability of the Divine Dragons. Though, should they encounter an out of universe dragonslaying weapon I assume it would still be as effective, but because of the powers of said weapon, not a particular weakness of Fire Emblem dragons and dragon-like beings.

Of course, Nowi and Nah throw a bit of a wrench into all of this, but lets just avoid that can of worms.
