From what I've seen (and correct me if i'm wrong) Twinrova only uses her elemental magic in battle so Irene may take this for COB's reasons.

Depends, what's the exact AP of dragon irene without it? cos the 'at least' in Twinrova's tier makes me think they might hold a comfortable advantage making the fight unfair if Irene cannot use her strongest move.

the value might not matter since you could argue that irene could tank her meteor given that it was intended to strike right in front of her and she probably wouldn't use an attack that would kill herself as well at that range.
