imo I think it's because Sam stands for something more than Bucky, Bucky fights for good sure but Sam is on the same wavelength as Steve when it comes to their values. Something that I liked about the show that gets overlooked (along with everything else that isn't about the villains) is that it analyses what it means to be Captain America, it makes a point that the serum and powers don't make you Captain but rather the morals and what you represent to even be in that position, which suits Sam way more than Bucky.But then again, why did Cap choose Sam over Bucky?

Oddly enough, I like it more than a lot of the other Disney+ Marvel showsI did like TFAWS a lot for it's grounded nature and how it reminds me of the old netflix shows
