Black Panther was able to knock away Cull Obsidian with his energy thing. Would that warrant a "up to High 7-A with kinetic energy pulse"? or would it be an outlier, as this is the only time BP has used it to harm a character in like Tier 7 to 6?

Neither, all it did was knock him down. There’s no confirmation that it knocked him out or even hurt him.

Not really, it would kinda depend on what cull was trying do. Like if he was just standing there trying to tank it and BP still knocked him over then maybe you could do something with that
Not really, it would depend on the size speed, other factors and the situation that said character’s are in I mean thanos got sent flying from some random ship yet wasn’t even hurt in the slightest so eh.

Seriously though Nick does kinda warrant a profile dude's been through a lot in mainline and somewhat in What If. Even though he was overpowered the dude was still getting back up from entire combos from Talos

If we do make a Nick Fury profile, we should be careful as at a certain point in time he was replaced by Talos. Now, you'd assume that you'd know the answer to this, but there's a possibility that you'd be wrong. In Captain Marvel he says to Carol that "If a toast is cut diagonally, I can’t eat it." In Age of Ultron when he's talking to the Avengers, he makes a sandwich cut diagonally. Whilst this could be overthinking it, it is definitely a little interesting.
