Yeah, probably. Percentages are not one to one, same with the speed. It would be best to scale each percentage to whatever opponents he fights, like how base Doom scales above Lance and Dot, 50% Doom scaling under base Orter, 60% Doom scaling above base Orter, etc.

- Orter is somewhat comparable with 60%
- In terms of skill, it seems they are somewhat comparable as well
- Doom is able to solidify his body with magic

If you’re looking for more matches, then I guess Danganronpa characters can work, similar to Deep Sea King, some are at High 7-C but I believe they are 174 KT
