Dream honestly stomps.
He's (canonically) so much more powerful than Mandrakk that it isn't even funny, has far better/more potent hax, and is more than capable of surviving the stuff that Mandrakk can dish out.
Plot manipulation alone isn't going to be enough to save Mandrakk, and that's literally the only advantage the Dark Monitor has in this fight.

Also I should note that 2 members of the Endless survived in the VS with the Crimson King. And the Crimson King vs Mandrakk was a stomp match. So I vote for Dream of the Endless.

Dream stomps
Dream is one of the primal truths which compose every aspect of Creation.
Like Death and Destiny, Dream's function also makes him hard to kill.You need to erase everything that he embodies, which is not just dreams but also stories.
Mandrakk needs to kill everything that dream to completely destroy him or else the newer incarnation will wreck him with the help of the other Endless.Everything in DC dreams, even computers, stars, dimension etc
He also need to kill "those that sleeps in space beneath space and space, in space beyond space " that is waiting for Creation to end
