The nigh-omniscient character still has no prior knowledge at the start of the fight, so in the time it takes for Madoka to observe Sonic, Sonic thinks and he can one-shot her.

Omnipresent and immeasurable is an extremely marginal difference at best, to the point where it won't be the deciding factor in a match at all.
