Luffy's 7-B Environmental Destruction and his Low 7-B key

Is there any particularly reason why Luffy apparently doesn't retain his 7-B Environmental Destruction from the Alabasta Saga in the Skypiea Arc?

Nah, there's no reason for him to lose it in the next key so the should probably have it.

It's just that Skypiea Luffy's Attack Potency was once a higher value into 7-B than his ED from the previous key, but that AP was from a more powerful Luffy at the very end of the arc, Skypiea Luffy was Low 7-B for the majority of it. Thus, we downgraded Luffy to Low 7-B, and moved his 7-B AP to a new Water 7 arc, which is the only arc where he actively has this level of power.

I must've forgotten to add his E.D to Skypiea because he didn't need it before.
