I’m going with Geten. Luffy already fought Aokiji and couldn’t handle his ice powers. Even if Geten’s powers don’t work the same way, I still believe he’d be able to outmatch Luffy as long as he keeps his distance. Geten has also been training his Quirk his entire life, so that, coupled with his greater AP gives him a better advantage.
