Maybe just that one specific gun scales to Low 7-C and none of the other weapons scale to it?

This is fine. Considering this is higher than his other Low 7-C calc, I think the Mark 45 key should just be merged with the Mark 6 to 43 key

He also took punches and energy blasts from Ultron. I don't think Low 7-C Captain America is really gonna sit well with people

That version of Ultron only doesn't scale to Low 7-C

He then got easily overpowered and got one shot, plus he never did any good damage to Stark. As well as the fact that was a different body he was using, so it could be likely their stats aren't the same.
