Keep in mind that no other kung fu master at the time of KFP2, except Po, could stand up to Shen's cannons. Kai has solely 8-B feats, and Oogway later on in his life got stomped by Ke-Pa, an 8-A, before gaining the Hero's Chi. I don't believe an Oogway who was badly wounded by arrows and hadn't even mastered chi yet is Low 6-B.

KFP3 Po never harmed Kai until he got amped by the villager's chi. The best Tigress did was stagger him. Crane got 100% stomped by a casual Kai, which is why none of them scale to Kai, except in Po's case for durability.

Oogway was wounded by arrows etc before he mastered chi, he fought Kai after he mastered Chi.

One would guess that would mean, ke-pa scales but it could be said that Oogway was past prime and weaker-

Po and Tigress both grew stronger after Mastering Chi.

He hadn't learnt how to use chi in any way other than giving chi to heal and restore plants. His fight against Kai shows this, as it was purely physical.

Tigress hasn't mastered chi yet, Po with mastered chi already scales above Tigress.

That's not mastering chi, giving chi is the most basic application of chi.
