No, but he still is a necessary part of the fight and therefore, can be killed. He is the one controlling Pegasus and is therefore, a clear target. We don't give protections to any summoners in these type of fights. So killing Gingka is indeed a win-con. It is Gingka fifth in technically, his profile is the one listed for a reason, he just uses Pegasus the murder top as a weapon.
